Future of Pendleton Water is a community group formed by members of the Pendleton Water Association who are concerned about how our member‑owned system is being managed. We gather facts, share documents, and explain what’s really happening with our water co‑op. Our goal is simple: honest, transparent leadership and safe, reliable water for every family in our community as well as saving local control of PWA.

Following the departure of the former Plant Manager on August 1, 2025, the Executive Committee of the Pendleton Water Association (PWA) Board of Directors initiated a comprehensive internal investigation into the association's financial and operational records.
Aided by the Board Treasurer, a former CPA with extensive accounting and auditing experience, the committee conducted an exhaustive, 60+ hour forensic review of historical meeting minutes, bank statements, invoices, and utility records.
This investigation uncovered a coordinated, multi-year pattern of financial misconduct, bypassed financial controls, and unauthorized self-dealing by the former Plant Manager totaling an estimated loss of over $100,000 in member funds. The findings were compiled and handed over to local and state law enforcement authorities for criminal and administrative review.
